I finally got around to reinstalling the game. It's one of the really early next-gen titles, so it kinda looks and plays like an HD remake of a PS2 game. The graphics look dated, the cutscenes look worse than modern in-game stuff, the writing and acting are awful, etc. The gameplay is still intact though, it even has better driving than
Just Cause 2. It's also a lot of fun. Stupid, ridiculous fun.
